Secretary of State Marco Rubio has imposed new sanctions on a senior Nicaraguan official, escalating the Trump administration’s pressure campaign against leftist governments in Latin America.

The sanction targets Vice Minister of the Interior Luis Roberto Cañas Novoa under a State Department authority used to penalize officials accused of serious human rights violations. The move bars him from entering the United States and coincides with the anniversary of Nicaragua’s April 2018 protests.

What Happened

Rubio designated Cañas Novoa on April 18 under Section 7031(c), citing his role during Nicaragua’s 2018 crackdown on demonstrators. “Nearly eight years ago, the Rosario Murillo and Daniel Ortega dictatorship unleashed a brutal wave of repression against Nicaraguans,” the State Department said in a statement.

The protests that began over proposed social security reforms expanded into a nationwide movement against Ortega’s rule. According to U.S. figures, the crackdown left more than 325 people dead, with thousands injured and widespread detentions reported.

This sanction follows recent action by the U.S. Treasury Department, which imposed penalties on multiple individuals and entities tied to Nicaragua’s gold sector. Officials said those networks helped sustain the government’s finances while it consolidated power.

The coordinated measures reflect a unified approach applying both political and financial pressure on Managua. Rubio has taken an increasingly visible role in shaping the administration’s Latin American policy, linking Nicaragua to efforts already underway against Venezuela and Cuba.
